The balance between cannabinoids in a cannabis plant is controlled largely by inherited enzymes. Breeders develop 20:1 cbd seeds by repeatedly crossing and selecting parents that carry the gene variant responsible for producing CBDA synthase, while excluding those that make significant THCA. Several generations of selection are normally needed before the trait appears consistently in the offspring. Lines that have not been fully stabilised can still produce occasional plants with a balanced or THC-leaning profile.
